Check the electromagnetic cut off valves (big barrel-shaped things) have power.
Make sure the balance pipes are connected - a leak there can suck in extra air.

The hex-head slotted screws by the throttle lever do the idle adjustment.  They
are really throttle-stop adjustments.  Adjustment needs a carb synchroniser
gadget to get the airflow the same, then adjust the link rod (as described in
manual).

The big-headed screws (unless the plastic wheel has broken off) do the mixture
control - fully in means a very weak idle mixture.  Adjustment of these is best
done with a CO meter, but they aren't common in home toolkits!
