Another possibility is that one circuit has failed - it can reduce the braking much more than in theory it should, particularly if someone has (wrongly) readjusted the brake push-rod length at some point. Internal seal failure wouldn't necessarily leak out (only the rear-most seal failure leads to leaking). Dave.
