Thanks to everyone for the well thought out advice. Here's what I ended up doing. I rebled the system. This time I went and got clear tubing from the hardware store (I was using black before because Pep Boys doesn't carry clear anymore). I did notice tiny bubbles coming out of the bleeder screw that I probably missed before because it wasn't causing any bubbles in the jar. The fronts had no air in them. This improved the braking considerably, but it still required pumping. I jacked up the car and got both rear tires in the air at the same time and set about adjusting the rear brakes. I brought the rear shoes on each wheel in a few clicks. The front shoes were way off. I think I ended up doing 20 or 30 clicks on the passenger side. The star was really hard to turn with a normal screwdriver (using the pry end of the lug wrench took care of that though) so I think the PO may have done some brake work before and not done this adjustment. Plus, when I bought the car the emergency brake handle didn't work, it wouldn't click when you pulled it up because the ?pawl? was reversed in the handle. I think this may have caused the E brake to be slightly on all the time. Anyway, the adjustment did wonders. No pumping required, and I actually heard stuff falling over in the back seat when I slammed on the brakes! I did find a small leak in one of the rear rubber hoses, something to take care of next weekend. I also think I could afford to bring the rear brakes in a few more clicks, but it is still quite an improvement. Thank you to everyone that took the time to write and help me out. Who knows when I would have figured this out otherwise. I really appreciate it.
