That's the *head* temp sensor??  If so and that's a definite 180 ohm, that's 
about an order of magnitude low.  That's more in the range for the air temp 
sensor.  How did you check the sensor resistance?  You should have unplugged 
it from the harness, put one lead of the VOM on the wire to the sensor and 
the other lead to ground.
