I THINK it is due to small leaks that let AIR IN after some of the gas has boiled away. I have installed a pushbutton switch under the dash in a couple of cars to let me run JUST the fuel pump for a few seconds, before I try the starter. It works great. You just run the pump and listen to the air gurgle up in the gas tank. Once the gurgling stops the engine will generally start pretty quickly. Wire the pushbutton around the fuel pump relay.
