<x-flowed>Check a bit closer from left to right linkages. There is a way to set the linkage that converts the horizontal movement into vertical movement (lever arm?) so that it will go over center.
Also, if the lever arm was removed, it could have been installed upside down.
Also check where the spring is attached to the sheet metal, there are a couple of slits in the metal, and if it's too far in (towards the engine) that the spring will pull it over the top and hold it there.

The right carb seems OK. What do I have connected or adjusted wrong? Is this a quirk with these setups? Nothing seems to be binding and both carbs are fresh rebuilds.
