I'm having difficulty imagining how, so I'll just go over it and see whether you find something off track. On each side the long control rod attaches to the short arm of the bellcrank; the short rod connects the long arm (with the spring tab) to the throttle arm. When the throttle is closed, the long arm points about 25 degrees down from horizontal and outboard. The short arm points outboard and up. The spring connects the tab with a loop in the tin below. When the throttle opens, the long rod pulls the short arm toward center, and the long arm and spring tab move upward. A full-open throttle on my car brings the long arm up about horizontal.
