If the tank was just a simple tank with only large inlets and outlets, then I might agree with you, but it's not. There are small openings which need to stay open, and there is a sort of cup structure spot welded to the bottom with small passages around it that must stay open if the tank is to work properly. In addition, any coating like this is likely to start to peel off eventually and cause more problems than it solves. Keep in mind that the OEM tanks are not finished inside other than with a phosphate reactive coating.
