Yes, they're triple chromed - copper plated, polished, nickel plated, polished, then a flash of chromium plate and polished. For replating, add stripping, weld repairs, grinding and planishing, and you end up with a big bill for quality work. I don't think there's any way to repair failing chrome. If the bumper is the square ended type you could put it on upside down, but it would need extra holes to fix the brackets and reinforcement panel - you could maybe fit something like spot lights or just blanking bolts in the holes on the new upper surface. Sometimes the underside isn't polished as thoroughly though. If it's a cut-away corner type, ignore my ramblings. Dave.
