I'm sure you're right, but a good mechanic would have learned to judge the tightness of the clamp from the screw torque, and would have known that this approach is pointless unless the clamp he was working on was completely loose. In all honesty, I really don't think I've ever fixed a leak by just tightening a hose clamp. It's always a hose problem; never a clamp problem. In fairness, though, I understand what you're saying and I know that it happens.
