Both types provide constant pressure. Moving the pump to under the 
tank, as done in the FI systems, is a real benefit.

If you install an electric pump, you MUST install a safety cutout 
that will automatically turn off the pump in case of an accident. 
This is a very important safety feature. I believe John J. has the 
info on picking one of these up a NAPA. IIRC, the price was $20-30.

I agree with Steven, however, that this is probably not the CAUSE of 
your problem, so you should keep working to get to the bottom of 
this.
