You have the early (68-70) system. The late (71-3) system is more complicated 
so the manual spends more time on it.

Yes, it's plugged up water drain hoses. A VERY common problem with an easy 
solution. I'm sending my writeup on this directly to you. Fix it quickly before 
it rusts out the floor.

The knobs control airflow thru those boxes. Basically they are set up so that 
you can have fresh air in the summer and close them off in the winter. I 
believe the upper one controls the above the dash air on both sides, while the 
lower knob controls below the dash air on both sides. The later airbox divides 
these functions up differently.
