If they're like my '67's levers, they control flaps on the back fresh air "scoops" that divert the air to the defrost vents, and/or down to your feet.
I think we may be talking about different things. I don't mean the two heater control levers on the floor by the handbrake. I mean the two round knobs on the dash between the ashtray and the glovebox.
Near as I can tell, the two floor heater levers work. One seems to control heat to the front, the other heat to the back.
Yah, I wasn't referring to the heater levers.
My '67 has levers on the dash that control the fresh air system. my '72 has knobs that rotate to pull cables that open vents in the fresh air box.
So, I can imagine, that your '69 has cables that are pulled by rotating knobs, to actuate the vents on the fresh air scoops. I'm fairly sure the fresh air box, goes with the new body style in '70 so you should have the scoops.
