Your '69 does not have a blower for the fresh air, if that is what you mean by "fresh air box." The knobs control how much fresh air is admitted into the cabin via the cowl vents. The fresh air comes through the "defrost" vents. The top knob is driver side and the lower knob is passenger side. The cables on the knobs might not be connected properly anymore. You need to remove the radio and stand on your head with a good light to really see how it all fits together and how it should work. First thing to do is unclog the vents. These plug up all the time. You should find two ~1" diam hoses that come down from the cowl vent boxes and connect to the firewall. Twist/pull these off from where they connect to the firewall. You might want to be prepared for a bath... These drain hoses will be filled with dirt and leaves. Poke through the firewall with a stiff wire to clean out the exit. While poking there you will feel something solid, which is the fuel tank. The water is supposed to leak out between the narrow space between the firewall and the fuel tank. Also use the wire to poke/clean out the cowl vent boxes and drain hole.
