If it is not leaking at that joint, you don't need to mess with it. It is mainly a dust shield, and air deflector. I wouldn't delay the repairs due to it being missing, but I would clean the bolt holes to make it easier to reinstall later, with the engine in the car. It is a fine thread bolt.
