They're in the parts book, Jim, plus a threaded adaptor sleeve, so I guess they
were used in some markets.  We had front belts in the '64 Squareback, with a
tunnel mounted loop to clip the diagonal belt onto. They were Swedish items
ISTR.
I never had to undo the mounts so I don't know if they were large or small holes
in that model.
