Remove the #4 spark plug and turn the engine ahead 1/4 turn from TDC for that cylinder. Feed a length of rope down into the cylinder, leaving some sticking out so you can pull it out later. Then just unscrew the bolt. When you're done, you'll have to advance the engine a bit and then pull the rope out. That bolt gets tightened to 100 ft lbs. Many manuals give the beetle torque which is something like 36 ft lbs and is much too little for the cantilevered type 3 fan and pulley.
