What year do you have? If it is a 68 or later then your overflow hose is 
probably cracked and letting water and dirt into the gas tank. This is causing 
you a number of problems that will just get worse until you fix the cause.

It should feel silky smooth and not hesitate to snap back. You should try a 
couple of drops of light oil in the top of the shaft first, just to see if this 
loosens things up. If you are good with these things you may be able to take it 
apart yourself, but you run a fairly good chance of ruining your first attempt. 
I rebuild these, but I charge $55 including a new set of points and return 
shipping. I  

A stuck mechanical advance is a common source of problems, and fixing it makes 
a huge difference.
