How good is the handbrake supposed to be? The handbrake doesn't do much to stop the car when it is moving, but it is better than nothing in an emergency. Still, you should not be able to push the car by hand with the handbrake applied. Adjust the handbrake as Russ described, emphasizing that you MUST adjust the brakes at the wheels BEFORE you adjust the cables at the lever. In fact, I sometimes find that I need to loosen the cables before I adjust the wheels because some PO has done it wrong ahead of me. In general, the cables only have to be adjusted once in the life of the cable.
