For the later cars, like yours, it really isn't all that hard to clean out that 
volume by reaching up there when the airbox is removed. I realize that this is 
a bit of work to get to, but if you do it when you've already goe some of the 
other stuff out of the way it really isn't all that much work.

I'd really hate to see someone cut out perfectly good sheet metal and leave 
behind a cut seam that will start to rust quickly. I really don't think doing 
this the "hard" way will take any longer than cutting and fitting a cover.

If this needed to be cleaned out every year I'd probably feel differently, but 
every 10 years would be more than enough for most of these cars.

BTW, you can clean a LOT of this stuff out with a wire and long tweezers or 
chopsticks.
