I'm not sure how different a '69 is from my '73, but on the later cars this is one of the worst rust areas of our cars ( along with the c-pillars on the late fastbacks and the reinforcing panels on the inner front wings :( ) On mine, the actual 'tray' that the plastic air box bolts to was rusted through in several places, as was the hump that protrudes into the under bonnet area. Not only that but the grills below the screen were also rusted through in places and had been bondo'd up by a po. My solution was to have cut it all out and weld in a better section from a donor car- I had the pieces from T3D and had them all prepped up- I was trying to think of a good way to make the 'tray' detacheable so I could get in there and clean it out properly so it wouldn't ever happen again. Unfortunately my mobile shed (merc van) was stolen with all my type3 bits so I will have to start again some day. I wasn't really looking forward to it anyway as I think this would be difficult to get right. My solution in the interim was to tape up the grills with aluminium tape which sticks like s**t and for over a year now I've been dry from that area (still a few minor leaks elsewhere) Doesn't look pretty but its much better for the pans than ignoring it! I've actually relaxed my thinking about getting the car back to perfect stock a bit and am contemplating welding in solid metal where the grills are and converting the fan to a re-circulating system- If I want fresh air the quarter lights are great and I think the only real use of that noisy fan would be rapid de-misting on winter mornings. What ever you decide to do, you need to sort it out quick and in the mean time I would remove the floor coverings so the pan can dry out quickly.
