The 116 is a 73 type 3 PS, so that sounds fine, but I think you should get 
yourself a consistent set of parts as your next step. You want a 73 type 3 E 
brain: 0 280 000 048. Assuming that everything else you then have is correct 
for 72 or 73, you will then have a consistent 73 FI system.

There are just too many minor differences between parts for different models 
and different years to play mix and match when you're having problems. Once you 
get everything working right, THEN you can play mix and match, but at this 
point I'm worried that it just muddies the waters.

OTOH, the problem could certainly be something simple that we just haven't 
gotten to yet, like the cyl head temp sensor....
