Was the white plastic insulator still in place around the power input lug? I assume it was or a short would have blown a fuse, which you didn't mention. I've never noticed this behavior, but magnetics play an important part in the operation of the 71-on clock and perhaps something here is getting weak and the clock no longer works with that steel can around it. Interesting.
