With nothing connected to that wire, I'd expect those bulbs to be off at all 
times except for a moment after the car starts and the oil pressure is just 
building up. Even then, they should be dim. Perhaps you had it grounded; 
this would lead to even more confused readings.

The black wire shows up on my Bentley wiring diagrams.

That should be fine. The rest of us got 1/4" pushon tabs welded to the 
supports under the dash starting in 69. Are you sure you don't have those?
