When you turn the key ON you should hear a relay click and then another click about a second later. Do you hear both of these clicks? The pump should run in the time BETWEEN these clicks. If you actually start the engine, the pump will run full time. If your starter isn't working, your FI pump may also not work, depending on where the fault is.
