Russ,

Perhaps Volkswagen of America Inc. just never imported Type3s
with factory installed air-conditioning?

The Volkswagen Australia Group here in Australia still (in 2002)
doesn't import some VW models with factory installed air-
conditioning, prefering to have it installed by local companies
when a customer specifies it.
