[T3] floor pan rust and more

I have a ,71 SB and currently am undregoing a partial restore. Here is where
I am at now and I am needing direction.

I have the interior all out and old carpet torn out. When I got this car
there was standing water on both sides of the floor.

What I have found is a few rust holes in the floor pan. I tore out the tar
board and scraped all the rust out.

Questions as follow:

1.) Is there a source for the Oe tar board material?

2.) Is ok to put undercoating>aluminim tape>undercoating to repair the rust
hole?

3.) If no tar board how about undercoat>sound mat> carpet??

4.) I was wondering where my water leak could be coming from. There seems to
be a lot of rust residue coming from the front heater vents on the heat
tubes. What does that mean?
