Here in Iowa, you can get permission from the state to change the frame, but they have to verifiy what is going on. What happens is that a Highway patrolman will come and verify, and then you can cut the old serial number from the old frame and weld it into the new one. Kind of like if you went to the dealer and bought a new frame with no VIN on it.
