Are you sure you have the spring hooked on right? I had to wait until I found a pristine wreck before I really saw how the spring was supposed to be hooked onto the flap. That's one thing that Bentley doesn't really show very well. It does go into adjustments, though. The spring could be stretched/tired, too, my original engine had that problem after a PO got his hands in there.. You could also have a tired thermostat, I check them by measuring the gap between the top of the bellows and the bracket, then placing the assembly into hot water to see if it expands. If it's expanded all the way before you start, it's time for a new one. I don't have Bentley handy, but I think the before and after measurements are in there. They can be removed with the engine in, although it's not exactly fun. You should leave the flaps in there all the time, they're needed for proper warm up, even in warm weather.
