When you assemble the engine, you must set up the linkage so 
that the flaps are full open when the top of the thermostat is 
against the top of the thermostat frame (fully expanded position.) 
You then bolt the thermostat down to the bottom of its frame and 
the flaps should be almost fully closed. If this does not work out 
then the thermostat is not compacting fully when cold; if the 
discrepancy is too great then you should replace the thermostat.
