Jack up the front end and lay your head on the ground in front of each tire in turn while you spin the tire. Watch the tread area of the tires. You may find one tire which "squirms" as it comes by. If so, this tire is shot; it has suffered a separation between different layers of the plies. It is also possible, but unlikely, that the tire is not properly mounted. Spin the tires again while you watch them from both inside and outside near the bead area. Make sure that each bead is seated evenly all the way around. Check all 4 beads.
