I have a '64 1500S Notch (VIN 259190) and it has no folding arm rest in the back. Was this standard? By the way, the '63 sounds like a car with swapped pan. I know my '58 Bug has a number stamped in the body, which identifies the body. Comparing the body and pan number, you can decide whether the car is on its original pan. The numbers should not be the same, but with a table you can see if they match. The "S" started in the 64 model year of Aug 63 production. This is what my VW T3 parts book states.
