That serpentine spring was there once upon a time. You can see the 2 pieces that slide up and down that it attached to. It is likely, however that at least one of the nylon protrusions that the spring attached to has broken off. If you can find another TS switch from any VW (or maybe BMW, MB, or Audi?) then you can carefully slip out the broken plastic bits and slip in the donor bits and spring. You MUST remove the switch to do this.
