A certain amount of sparking is normal, but if one brush is sparking much more than the other it is a sign that that brush is not making good contact. The most likely reason is that the brush is worn out to the point that its "pigtail" (stranded copper lead) has bottomed out against the bottom of the brush guide so the brush can move no farther toward the commutator. If it is not that, then the brush must be tight in the slide or sticky for some reason.
