I just finished using POR-15 on the floors. Wire brush it as best as possible. I actually chipped off the crusty areas, but this took more effort than I would care to repeat. You need to degrease/clean it. If you paint over still sound areas, make sure you rough up the exhisting paint well, like with sandpaper or the wire wheel. If you have pin holes, the POR-15 is thick enough to fill these areas. If they are bigger holes (1mm, 1/8") you can put tape on the backside and then fill the hole. When this stuff dries it is acts like plastic... P.S. One quart cost $30, but it took less than a pint to do the whole pan.
