No, the Parking lamps are on in both positions of the Headlamp switch
('half' on or 'all the way' on). One thing to check is the dash cluster.
The indicator on the dash is on when the parking lamps are on (switch
'half' on) and is NOT on when the headlamps are on (switch 'all the way'
on) Like with the turn signals this is an 'either or' setup. Depending
on how confident you are with the current wiring, I recomend that you
check EVERYTHING! You'd be surprized how screwed up the whole thing can
get with just one wire mis-placesd! If the car has been switched to 12V
I'd be suspect of just about everything. It's not really all the
complicated, but most weekend mechanics just micky mouse the conversion.
