This is more typically caused by greater resistance due to wiring
connections that have become tarnished with age.  This is especially
noticable with 6 volt systems.  On my car the wiper speed was the most
noticable improvement after I cleaned the contacts.  When you clean your
connections, make sure you include the battery ground and trans ground.
