Rubber deteriorates with time. After a long enough timeline, it's no longer safe, whether or not it was mounted on a car. I would not use a tire that is more than 10 years old.
I've still got the original, never used spare my Fasty came with 33 years ago. Happens to be a Michelin whitewall. I'm never going to use it as a spare, I might just show it off if I ever get my Fasty to the point it's show-presentable.
