You're following the Bentley manual, right? That's the only manual 
that gets the '72 FI tuneup proceedure right. So that means that 
you're timing to 5 deg BTDC (third mark from the left, on a '72.)

If that's all right, then suspect the idle air passage as Dave said, 
or we could wonder if something else was wrong. It's often hard to 
get the idle speed DOWN, but I've never had trouble getting it UP.
