<x-flowed>I took the flasher out and while there are a couple of small common screws to remove, the rolled over tube that surrounds the attachment screw must be have one end cut off to gain access to the innards.
I took extra time and cleaned up each and every spade connect to shiny enough condition, removed and cleaned up the switch, and cleaned up the place where the flasher gets it's ground to the body.
Not all at once, I had to do this in stages as once I got the relay back in place, it didn't work until I twisted it to get a better ground.
Still nothing changed, so I played switcheroo with the power leads, switched and always-on. If I powered up the always-on connector with switched power, it worked. Odd behavior, so I provided switched power to both power connectors, and lo and behold, it worked under all conditions, as long as I had the switch on.
Something within the relay only worked when switched power was applied, so I provided switched power to both and all is good, or as close as I can get.
On to installing a windshield washer pump.
