<x-flowed>I gave up on trying to get the headlight switch removed. I took out all the instruments and with persistence and scraped skin, I removed, brushed and replaced each spade connector.
I also had to remove, brush, and re-install each and every connector on every fuse. Just turning the fuse wasn't enough to break through the corrosion.
I now have lights! Well, most of the time. I had to clean up every light bulb connection and connection on the circuit.
The windshield washer switch is in even worse shape, but I have a replacement for it. The one in the car doesn't turn at all, it's seized big time.
I apparently have no dimples left in my dash. To the point of pain did I try to hold on to the headlight switch and still no loosening of the switch.
The headlight switch is the same. I did take off all wires and hook up the replacement switch off dash. The old one won't budge at all.
With power to the switch, the motor doesn't move. I have another windshield wiper motor (long story) that I'll hook up to verify that the switch works. Looking up at the motor shows a layer of corrosion on the outside of everything in the vicinity, so it wouldn't surprise me if the motor is seized.
Thanks for the help on the relay, I found the proper connectors and have lights.
One odd thing is that the right rear tail light works in the Park mode, but not in the full lights mode. I think this is internal to the switch.
I'm making progress and have various electrical bits working, but I have to clean up every connector as I go. Tedious work.

There are dimples embossed in the dash panel which engage slots in the face of the switch. You'll be able to see them once the "nut" is gone.
I've gotten the instruments out and knobs off, but
when I try to loosen the nut on the switch, the whole
switch rotates. I'm afraid to turn too hard and break
something. I can reach in and feel the housing rotate
when I turn the outer nut.
You should probably try to reach under there and hold the switch body while you turn the nut.
