The manual is correct, connector 15 on the flasher relay is connected to the 
fourth fuse slot (fuse protected side, fourth from the right) -- this 
connection at the fuse box also runs to the "30" connection at the 
windshield wiper switch --  this circuit  is energized with the key in the 
"ON" position, only.
