[T3] Re/ Failing Pennsylvania Inspection...


 A Pa. inspection covers brakes and tires, the wipers,
turn signals, hi and lo beams, horn, cracks or not in
windshield, and ragged/sharp/rusty body. Car has to
have its bumpers and fenders, of course. Not sure if
muffler system is part of it...but since that isn't
about Safety of Other Drivers, I don't think so. I
don't ever remember it being checked at an inspection.
I think you have to have seatbelts installed. Not sure
of that either.

 All those things are relatively easy, if not very
easy, to check before going for an inspection.

 We will hear what the problem was, I hope.

Anyway...(a spin into how politics affect so much),
just today I saw a LEGALLY parked car in Philadelphia
with a ticket on windshield. Because it was legally
parked, I peeked at the ticket. The person was cited
for Inspection Out of Date. That is...the Parking
Authority checks even LEGALLY PARKED cars for things
utterly irrelevant to parking and flow of traffic.
They search your car's number, stickers and etc often
without probable cause of any violation, with their
ever-present computers, for out of date registration,
inspection, and unpaid tickets (Car booted for more
than 3).
   Why all this? Easy. Too many people bought the "tax
cut" scam of certain public officials and VOTED for
them. True.  Therefore, municipalities all over the
place need OTHER sources of revenue to run things. One
way is...parking fees and tickets and fines etc.  This
is, of course, regressive taxation no matter what they
call it...as are "fees" at virtually every other
formerly PUBLIC place...museums, parks, forests,
beaches, etc. I heard of some places where towns asked
residents to PAY if they did NOT want pesticides
sprayed in nearby woodlands etc! You need to pay a
flipping "registration" "fee" to put your kyack into
country ponds, creeks and rivers!
 Another reason for the parking harrassment is that
Insurance Businesses...PRIVATE businesses...have gone
beyond just bribing officials to push every "safety"
law imaginable (except for industries, of course). 
They now openly give money to municipalities to do
their bidding.

 See, in Pennsylvania, one cannot get registered
UNLESS one has already purchased private insurance
from a profiteering business. Idiotically, one cannot
get one's car Safety Inspected without a) paying a
FEE, and b) proof that you bought insurance from some
private firm. In other words, big economic incentives
are CREATED by moron officials to break laws and
create public endangerment and disrespect for even
legitimate laws.

 By the way, there's no Standard Rate.   Rock-minimum
basic car insurance is overwhelmingly more expensive
in the POOREST neighborhoods (up to and beyond $2000,
a YEAR!)...and LEAST expensive in the richest.
Insurers say it's more risky in poor areas and
officials say "yes sir". Backwards land.

 Because of unaffordable insurance for MANY people, 
this led to hundreds of thousands of cars, in this ONE
STATE alone, lacking Safety Inspections...maybe w/out
brakes, good tires, signals, etc etc, endangering
everyone on or near the road...not to mention hundreds
of thousands of drivers having a big motive (fines,
jail, loss of vehicle, loss of job) to evade the cops
and even commit hit and runs.

 The idea of a PUBLIC auto insruance program, w/ no
profiteering allowed, that would cover everyone
(except car thieves) just out of a percent of sales
cost, a few cents at the pump, and a bit of annual
registration, is an idea not on anyone's table.

 People can be responsible for their OWN insurance via
a public program. We don't need insurers' "help". 
Insurers can then happilly sell extra insurance,
beyond the legally required levels, as much as they
want to whoever wants it.


PS: That antique insurer rule about the antique auto
not being your "primary car" means, yes...you have to
have another REGISTERED car befor you can get car-2
