That seems to have worked. It feels pretty solid now.
Is there any secret to getting it back in properly?

Not a success. There is now a distinct dimple in each of the flats around
the end of the governor, and the pinion is still completely loose - it just
drops in and out.
The only thing I can think of is if I can somehow make the pinion wider,
rather than the governor narrower. What if I were to put a blob of solder or
epoxy putty on each side of it and then knock it in? or wrap it with
something?
Once it is in place, it can't fall out. I would try a spot of epoxy to hold it. If it comes loose after it is in there, it will not hurt anything. Just remember how it is if you ever have to pull it back out, and remove it gently.
