<x-flowed>My start-up routine was similar (but not quite so bad) even with my cold-start injector working properly. It was because on my FI harness the #18 wire wasn't connected to the starter (terminal #50). When I finally ran a wire from the starter to the FI harness so power would feed it when I was cranking, it made a noticeable difference in starting the engine.

I looked in the Bentley manual and the #18 FI wire to the #50 terminal on the starter applies to all years of FI so I would recommend checking yours. See pages 16-19 in the Fuel System section in the Bentley.
