My start-up routine was similar (but not quite so bad) even with my cold-start injector working properly. It was because on my FI harness the #18 wire wasn't connected to the starter (terminal #50). When I finally ran a wire from the starter to the FI harness so power would feed it when I was cranking, it made a noticeable difference in starting the engine.

And all this time I thought I was just missing a check-valve or something.
I always turn the key on/off a bunch of times - each time the fuel pumps runs for a second and shuts off. Eventually I hear bubbling sounds in the gas tank which usually indicates that the fuel lines are full and it's ready to start - at that point it usually starts first or second try.
