I was just guessing, due to the appearance of that part in the parts book, as
well as its similarity to the main stem of the Tee-shaped bracket. Plus, It's
extremely common to find parts like this which have gotten deformed over the
years.

I believe that the pair of holes, used together, were used to mount the coil in
some versions, but given all the years that we seem to have covered, I'm at a
loss to guess when this might have been done.

On FI engines the Tee-shaped bracket bolts into the same hole that yours is.
The rear hole is used for a clip that holds the fuel line that runs across the
rear end of the engine, from cyl 4 to cyl 2.

I did notice the white plastic plug. It looks like one of the plugs that go in
the early greasable ball joints. Is that what it is? (Does it have a serrated
edge?)

The 68-9 FI engines have a long (~10-12 cm) silver strap that reaches to the
right to hold some of the FI wires. I seem to recall seeing a shorter (4-6 cm)
version on carbed cars. Both fasten under the same bolt where I think I see
yours. In your photo, it looks like there's a VERY short one being used to hold
the <fuel?> line running to the left carb.

[Oops, I see Russ is right; this must be the vac adv line.]

Then there's the cotter pin also under there.... I suspect that's a dark side
mod. ;-)
