With the adjusting screw removed, and the top plates also, the rotor should 
rotate freely even when cold. There are a pair of pressed in bearings which you 
should make sure are located correctly, not driven in toward the center. If the 
shaft still binds, it's probably the valve head that's sticking. You could try 
a little valve grinding compound in there to give it some clearance. Make sure 
to clean it all out when you're finished.
