This sounds totally wrong. Both tubes should exit out of separate, snug fitting 
holes in that bulkhead, where they should have been individually tack welded 
where they exited. THIS is the place that takes the lion's share of the force 
when you push on the pedal. If this has been cut away (maybe someone converted 
this from AT to MT) then it's no surprise that the other secondary welds broke, 
as they were never meant to take all that stress.
