As for the resistance, if you're actually measuring between DF and D+ (between the 2 screw posts with all the external wires disconnected) and getting 0.0-0.1 Ohms, then it's clear that your field winding are shorted out, which is consistent with the burned appearance you see when looking in the cooling hole. If that's the case, your best bet would be to either swap it for a rebuilt, or find another generator with a bad armature and make one good one from the parts (and a really bad one to send back as a core.) It might be worthwhile to measure a different generator just as a test of your Ohmmeter. Not all Ohmmeters are accurate enough down at that range to tell the difference. I can send you a 3-4 Ohm resistor which I've measured here, if you feel you need a "standard" for comparison.
